Per encounter, so the points for the 10 thugs get totalled after all have
been slain or flee the encounter.

And it is more complicated, as you get one CP per 50 CEP rounded up withn a
minumum of 10. And that minimum doesn't apply if the encounter is resolved
succesfully (but we forget that rule). But this has been said already.

One point though: CP gained through MEP may not be used to incraese
strength or agility or any unmodifiable characteristic. So they may be used
to increase stamina or dexterity. (see 4.2.1.2) And the one MEP gained from
failure does not give a CP, which would infer that one MEP gained from
succesfull use of magic would give a CP. To limit this we set a 5 MEP
minimum to gain a CP, just like the 10 CEP minimum.
