I think CEP should be used for C only in that you learn to use your muscles
better (like a marine today) and you get more oriented to combat moves. Thus
you tire less and thus get a higher
endurance/con.

Looks ok but is this for initial increases buying or during game time?
Ie to go from 4.5 to a 5 is 1050 points?
or is that to BUY a 4.5 or a 5?
