Opps...npc generator

I found a bug in the powers and perils npc generator I did a few years back.
The Dodge Value is 0 when it should be rigged up rght...I see why now in the
code nad fixed it here.  But if you guys really use his let me know and I'll
upload a new version to wout.  I'll also strongly consider new features like
roster
listing (columns instead of a general blocking method), sorting and such.
