    I agree that the existing damage system works very poorly for high-tech settings. The WSB of a .50 round would leave no chance for a grazing hit. 
    Perhaps the WSB of missile weapons ought to apply as EL does on damage (variable depending on the quality of the hit) rather than as WSB does as a straight damage bonus to any hit. The question of whether to apply missile weapon WSB as EL to the roll to hit also is up in the air. Personally I think the missile weapon WSB should work as EL both ways. Granted a .50 may be no more accurate than a .22 at close range, if a hit occurs the .50 is far more likely to be deadly.
    This might also improve the 'reality' of fantasy weapons such as boulders hurled by giants being able to do grazing hits as well.
