[PnP] Orient Self

The Book of Tables p.44 says that Shamans may add their EL in Orient 
Self to the casting speed with all other Shamanic spells (max of 
doubling the speed).
Is this regardless of the EL that Orient Self is cast at?
Or is it AT the EL that Orient Self is cast at?
Example: Kaiepas knows Orient Self at EL7 but this time only cast it at 
EL0, will the casting speed of subsequent Shamanic spells have their 
casting speeds increased or not?
