A monster's OCV takes the HPV into consideration. A CDF formula that would allow a full reflection of capabilities would be to base it on OCV, DCV, NAV, and MEL/ BL. Just add them up (using MEL or BL for creatures with magic and poison) and divide by 5. This factors in whether a monster can hit you, if you can hit (and hurt) it, and if there is additional danger. For small creatures, it will come out about the same. For some big creatures, it will change. It's just an idea on a possible direction, however.
