What goes into Size for creatures?  Height/Weight/Mass?

Dwarf/Faerry 1, Giant/Cliff Bears 8, Elf 2, Lun Size 9 (the largest in the
file).

So humans are 2 ?  

I'm working on a spell that uses a size like factor and was curious.
Whales would be size 10?
