[PnP] Book one Error

Obviously Osc is a mutant. :}


Looks like a typo that carried over in the revised versions since  
it's in my original paper book 1.  250 Exp is needed for CEL 3.  5  
and 8 can look pretty close if you are fancy with your hand-drawn-loops.
