[PnP] Animal Portage Table

In v2 the Animal Portage Table gives unreasonably low values for 
harnessed weights that can be pulled. With the greased axles of a 
century ago horses could generally pull about TEN times as much as they 
could carry. In the Perilous Lands the technology of wagon axles might 
be rougher, but horses should still be able to pull about 8 times as 
much as they can carry.
