I concur...but as GM I didn't bother to come up with a better way of
doing it and as a player I like to take advantage of how it is.
Basically I suspect that a proper way of figuring out how the NMIs
should be affected by Enhancement will require a lot of individual
attention to each different NMI. But I would suggest that at most MEL +
(2xEL) = 30 should be enough to get the full enhancement listed in the
book. Lower levels of MEL+(ELx2) Enhancement should give lesser amounts
of abilities and attributes. But some things, like for example Basil
which is BL1 at unenhanced might be fully enhanced to BL10 by
MEL+(ELx2)=9. I would put the rarer and more exotic items and those with
more attributes as needing higher total skill to be fully enhanced than
simpler and more common items such as Bindweed, Cayenne or Darbha Grass.
