[PnP] lethality index

I don't recall the rule.  My rules are on the other computer and so 
can't compare.
Most times though a DTV over 10 is super super rare.  Most normal pcs 
get 1-4 at least.
I like DTV as allows for other factors like shock, time to save, etc 
to be dealt iwht.
