The rules for mana batteries already have a recharge rate...in the permanent magic section...EL+1 points per day, so they drain quickly and take several days to recover.
As for limits on the wands, you could check the EL of any spell cast thru the wand vs the EL of the wand...if the casting EL is higher, the higher the chance of ruining the wand.
