Yep.  I suppose there is no perfect solution.  Maybe flying to yoru 
destination.  But then Aerial encounters.  Maybe 
Teleporting.  Ohhh..a chart!  Teleport encounters. ;)

1-25 TSA Inspectors
26-50 Toll booth who charge for passage
51-75 Lost Wizard who asks if where he is
76-100 Sudden Obstacle a tree that oddly just seems to appear from no where.
