For your dwarf generation, your question is best made to your GM...but I believe what the rule says about dwarfs is that when generated, if below station 3 that get the miner skill for free...and if they are Station 4 or higher they get the Armorer skill for free. If your dwarf has the expertise points, and the attributes to support it, you can simply purchase Armorer. If you also have the stats to support being a Runemaster, your station rises to 6. I would expect that would be AFTER all your initial assignments.
