[PnP] Shield expertise

PNP is one of the best games fo
rshields. Hawkmoon has some flair but not as
greatly. IT does make using a shield very
useful. But I've found GMs vary in these
rules. I know one gm who just ave 1 exp
period. My group years ago did some study on
shields ie 20 odd years ago? We found that some
of the 'design' for pnp linked with strength and
blocking power is a bit off. Maybe i can find
that paper in the cabinet of doom one day.
