[PnP] New Base Line Table

Well I finally got around to calculating my new Base Lines. I'm surprised how well I fit since I had to use an If else to the cumulative distribution function to fit.

Looks like it flattens out soon after the -20 to 20 range.
Notice that I flipped it so that negative Base Lines are better. This is so that modifiers to BL and to roll follow the same pattern.
