Another option to be discussed is whether and how a spell caster may vary
one (or more) of the spells effects at a given EL.
The factors that can be varied are such things as range, duration and MDV
limit.
Each EL adds 2 mana to the cost. One should not be able to match the
effects of a higher EL at a cheaper (or even the same) cost. It should be
hazardous to increase the effect of a spell when one doesn't have the EL
in it to cast the increased effect normally. One should be able to cast
decreased effects as well.
Okay, the floor is open for proposals (preferably elegant) on how to do
this.
