[PnP] RU or RD?

OK...The original rules called for rolls on the Special Events Table to be Age/10 Round Down.

The latest stuff posted online calls for Age/10 Round Up.

Which is it supposed to be?  Is it a typo on the new stuff or a change?

Why?  I am writing my own character generation excel spreadsheet.  I'm picky.
