[PnP] Perm Magics...how...?

As an add on to my questions earlier, what would creation rules be for creating a 'Knowledge' item that grants a skill level?

I think that is a very good limiter...the matrix created can only hold
so much spell.
I use a similar limiter for fighting on horseback -- horsemanship EL
is the limiter for mounted combat.
