[PnP] Perm Magics...how...?

I would probably scale the casting cost to some degree.
When creating perm magics, the final MDV of the piece should always be
applied on the roll -- high power items should ALWAYS be a rough task.
Obviously, each subsequent enchanting creates a cumulative chance of
failure or abysmal. I would, at a minimum, charge DOUBLE mana and 50%
more MDV (for resisting the roll) for anything that is immune to a
class (immune to fireball is a single, immune to fire is a class), and
perhaps TRIPLE mana with DOUBLE MDV difficulty for total immunity.
