[PnP] Gambling

I was cleaning up some old folders and found this document on revised gambling rules that I created way back when i restarted my P&P gaming group.  I was not satisfied with the rules in the Heros magazine, so I came up with this set.  I can't remember if I ever submitted it to the list.
