[PnP] Shields and expertise

Would this be a correct interpretation of the shield expertise rules?

Player with shield is attacked but opponent misses...partial success...1 Expertise point.
Player with shield is attacked but opponent gets a shield hit...success...CDFx2 expertise pts.
Player with shield is attacked but gets hit or worse...failure...no expertise points.

Player without shield is attacked but opponent misses...no expertise unless using some other method of blocking damage...such as two-weapon skill.
