I don't think so.
Page 38 of Book 1, section 3.311 governs (non magic) expertise in combat.
All (non magic) skills used in combat receive CDFx2 in expertise. If more than one target has the skill used on it, use highest CDf.
Expertise is awarded per COMBAT, NOT per combat round. No partial of failure issues. Even if you miss with a weapon you tried to use, you learn something about how to use it properly.
