Yes, both V1 and V2 use the word invisible.  But you have to think in realities.  The elf is still there.  If he's not interposing something between himself and the observer he's more likely to be seen.  It's simply not like he fades out of sight and becomes transparent.

The elves have just been so much a part of the woods, so attuned to them, that they instinctively know how best to utilize 'their' cover.  Again, the GM should assign a difficulty level based on the thinness of the woods, the awareness level of the observer, the clothes the elf is wearing, etc.  All these things, and more, affect his success at being unobserved.  If he's wearing Hunter orange, he's probably easier to spot.  If the observer is another elf, or some other creature attuned to the woods, is he really going to go unobserved?

It's not like a free invisibility spell.  It's a skill, like any other.  And should be treated as such, IMO.
