I believe the summoning at 10x provides the control.  Also, it provides double the control time from normal (which means the being may still be testy enough to kill you!) and disallows the summoned being to use its MDV when a banish is attempted.

You would also have to read the Familiar rules in the magic treasure section.  The object works the same way.
