Wout covered this well.  True that pnp and 99% of rpgs out there 
odn[t reward on pure RPling.  In my 36-37+ years I can only guess at 
3..maybe 4? if that systems that do.  Issue is like pnp 99% aren't 
made for such.  There is no mechanic for pure RPIng 
experience.  There is for combat/magic and skills.  Even attribute use.

Sadly its up to the GM to come up with a system.
IN my case I do give points for role playing.  Sadly, its private at times.
But they are given.  I then will use them in my Tweak Rules.  But pnp 
was never designed to reward rp exp as is.

Say one GM could say X exp for a adventure bullet points
* Kill Boss 1 and 2
* Negotiate the treaty between elves and orc
* RP way out of danger for waypoint B and D.
etc.

Then give Y for generic rp nad Z for adventure rp.

Then based on X, Y an dZ
could come up with charts.

X points = Y CEP
Z points = A mep
X/25 points = 1 skill point or Y d10 rolls of experience
and so on.

These things will take years to work on.

A generic system cna be used for any game.
But it could give a outline to go from there.
